Liverpool Waterside
The Liverpool Waters project aims to create a sustainable, high-quality, multi-use waterfront and bring life back to the historic docks. The regeneration on the Liverpool waterfront stretches across a 60-hectare site, going north up the banks of the River Mersey.
The project has successfully gained planning permission to redevelop land for over 2km from Princes Dock, through Central Docks, and up to the Northern Docks. As the largest single regeneration opportunity in the city, Liverpool Waters is a significant addition to both Liverpool’s Business District and the iconic Liverpool waterfront. This regeneration is sure to help drive significant economic growth and capital appreciation around Liverpool docks and the wider regions.
The project was first approved 11 years ago but has recently been opened to community engagement. The updated waterfront regeneration plan includes the new ideas suggested by the local community.

Peel Waters carried out a community engagement initiative last year, and the feedback revealed that Liverpool residents were enthusiastic and positive about the ongoing regeneration of the Liverpool waterfront. This feedback from the local community has played a crucial part in shaping the design and objectives of the project.
Some of the ideas suggested for the project were, to create more public green spaces and make further efforts to preserve unique features of the docks to maintain the heritage it holds. Creating diverse and affordable housing and enhancing community connectivity were also suggestions made numerous times in the feedback. Sustainability, better access to public transport, and infrastructure to support cycling throughout the area were also a key point mentioned.
Chris Capes, development director for Liverpool Waters, created a new master plan that incorporates the given feedback and will enhance the city of Liverpool and everyone who lives and works there. The developers submitted the updated master plan to Liverpool City Council in mid-June.
The New Liverpool
Developers have presented plans for the regeneration of Liverpool docks across the historic northern waterfront. Central Docks, which is a 60-hectare industrial brownfield over 1.4 miles of dockland, will be available for redevelopment. Liverpool City Council is due to receive a £55 million investment from Homes England to help get the regeneration running across the central docks.
The Liverpool regeneration masterplan now includes redeveloping the emerging attraction at Everton’s new stadium. Everton’s stadium is north of the regeneration site and is due for completion in late 2024. The new riverside stadium has a large capacity of 52,000.
The new plan also incorporates creating additional green spaces and opening the dockside areas to honour the site’s maritime heritage and preserve the unique features of the docks. This is the latest area to be focused on under the waterfront regeneration scheme. Offering more diverse and affordable housing, and putting sustainability, community, and accessibility at its heart, are also main parts of the new scheme.
The plans include developing a public park and essential infrastructure to hold over 2,300 new homes. Additionally, they are aiming to improve infrastructure for cycling and better integrate public transport. The revised master plan will further align with Peel Waters’ broader strategy for environmental and economic sustainability. Creating communities, reducing the impact of climate change, and reducing the need for travel by car will create a better environment for everyone living, working, or visiting in the city.
The scheme aims to not only boost the city’s housing supply but also to attract new businesses and act as a catalyst for growth in Liverpool’s commercial and business districts. Once finished with the waterfront regeneration, Liverpool will be in a position to compete with other worldwide cities in terms of its waterfront attractions and economic strength.
